As a part of this programme, Adelphi, GEAG, and CTRAN supported the development of a capacity development package (CDP), of which the trainer's manual is part, to mainstream climate change adaptation into local planning processes in Uttar Pradesh.

- Awareness-raising and training of stakeholders in a participatory, needs-based, gender-responsive manner.
- Evidence-based adaptation planning and adaptation project development.
- Engagement with local administration and line departments in priority areas to leverage financing and support the implementation process of adaptation-related projects.
